The basic tasks of the Museum are: to systematically collect, keep, expertly and scientifically process, study, exhibit and publish the museum materials. In collaboration with educational, cultural and other public institutions and organizations, the Museum conducts education and cultural actions, organizes exhibitions in country and abroad, prints and publishes professional and scientific publications, catalogues and magazines, graphic prints, audiovisual and other publications falling within the scope of Museum's framework. The Museum’s activity enfolds following the Law on Museums, Decree on Founding the Museum, The Museum’s Statute and other general laws of the Republic of Croatia as well as international conventions on the activities and ethics of museums. Ever since its foundation, the Museum has been executing many high quality content projects, targeting groups of various ages and interests, along with a quality publishing production.
Besides the already mentioned, the Museum works on preserving the continuity of previous achievements and working directives of both Museum and adjoined Rigo Galley. Moreover, the Museum is moving towards new possibilities of applying contemporary insights from the domains of the theory of museology and museum management, with emphasis on exhibiting and publishing activities and interpolation with other spheres of human activity.
Since the Museum keeps a valuable collection of stone monuments dating from the 1st to the 18th century, discovered at local archaeological sites of which most prolific was the Church of St Pelagius, and which collection was one of the basic reasons for founding and constructing the Museum, its program sphere stresses also the extraordinary „local“ value that was marked back in its very foundations. Furthermore, several annual projects present more and less known aspects of Novigrad history and present, of its personalities and customs. This is carried out through multimedia projects and presentations, with plans to evolve further into other regional projects, of national and international character.
The Museum's important program directive consists in openness and adaptability to the needs of various age and interest groups, through the breadth of museum-gallery presentations, with the emphasis on educational approach and inclusion of entertainment components.
Besides previously emphasised gallery and exhibition activities that are characteristic for the Museum as well as for Rigo Gallery, with clear program directives pointing at domination and representation of modern, especially contemporary art production (Rigo Gallery), we are going to continue presenting the renown authors, including those on the rise, at both national and international levels. We are also intent on pursuing the breadth in approach and on accentuating various aspects of human activity (Museum) as a part of local, regional, national and heritage of humanity in general.
We shall chiefly continue to use the Museum facilities for presenting the projects from various fields of human activity, through studying and revealing various eras, personalities and more, with emphasis on multimedia and interdisciplinary presentations of the existent collection, as well as other programmatically selected materials and actual subjects of program presentation.

The museum building was designed by the Randić-Turato architectural office from Rijeka and constructed in 2003/2006. Representing a successful combination of the old and the new, with its modern concept the building not only provides a suitable frame for the exhibits, but also contributes to the revitalization of the city centre.

Rigo Gallery, situated in the ground floor of the historic Rigo Pallace, it has been active as an exhibition space ever since 1995. It is actually following the continuity of a basic concept - various art media, renown Croatian and international artists pursuing contemporary art expression, young artists rising, presentations of a single period from Croatian /world modern and contemporary art history. The programe stimulates the art production and is accompanied with the parallel publishing activities.
